With the U2 document, Arbeitslosengeld can be exported to Portugal for three months, extendable to six if the Agentur für Arbeit agrees.
What can be exported, and what stays in Germany
The Bundesagentur für Arbeit (BA) sets out the conditions in Merkblatt 20: you must be unemployed and registered as such in Germany, be entitled to Arbeitslosengeld, intend to look for work in another Member State, meet the obligations of the country where you are looking for work, have completed the waiting period and be a national of a Member State (other nationalities are subject to separate rules).
The waiting period (Wartefrist) means being available to the Agentur for four weeks from the start of unemployment. You do not need to have received benefit during those weeks. The Agentur may shorten this period, for example when your spouse or partner is moving to the other country for work.
Grundsicherungsgeld, the benefit paid under the Grundsicherung für Arbeitsuchende (SGB II), cannot be exported. The Merkblatt is explicit: Grundsicherung benefits are not paid while you look for work abroad, and the Fachliche Weisungen of June 2026 confirm this. German law (§ 7 SGB II) requires habitual residence in Germany. If your Arbeitslosengeld ends during your stay in Portugal, there is no Grundsicherungsgeld to replace it.
The U2 portable document
The application must be made before you leave, at your Agentur für Arbeit, in person, by phone or in writing. The BA's internal instructions (Fachliche Weisungen, in force since 23 June 2026) state that it cannot later be replaced by a request from the Portuguese employment service to the Agentur.
If you meet the conditions, you receive the portable document PD U2. It states the period during which you can receive benefit abroad and the deadline for registering with the employment service of the other country. The BA points out that issuing the document takes time, so you should inform the Agentur of your plans early. If it does not arrive before you travel, it is sent to your address abroad, and the registration deadline still applies.
The U2 is valid for one country only. Between two jobs, the benefit can be exported only once (Article 64(3) of Regulation (EC) No 883/2004). If you return to Germany before the maximum period has been used up, you can apply for a new U2 before leaving again, but only for the same country. Looking for work in Spain afterwards on the same benefit is only possible if, in the meantime, you have worked as an employee and that employment ended your unemployment.
Deadlines and rules while you look for work
Registration with the IEFP (Portugal's public employment service). Your Europe gives seven days from the day you ceased to be available to the German employment service. The BA calculates the deadline differently but reaches the same result: you must register no later than six days after leaving. If you leave on 1 August, for example, you must register by the 7th. After that, benefit is only paid from the date of registration, and the period is not extended.
Duration. Three consecutive months from the date of departure. An extension, up to six months in total, is at the Agentur's discretion. The request must reach the Agentur by the last day of the period, and you must still be abroad. Benefit is never paid for longer than it would have been in Germany.
Payment and monitoring. The Agentur für Arbeit makes the payments, into a German or a foreign bank account. Monitoring is the IEFP's responsibility: notices to attend appointments, regular check-ins and job offers.
Revised Regulation, application date not yet set. In 2026 the European Parliament and the Council approved a revision of Regulation 883/2004 (final text of 7 October 2026). Among other changes, the export period becomes six months as of right and, to aggregate periods from another country, at least one continuous month of contributions in the last country will be required. These rules only apply 24 months after the revision enters into force. Until then, the rules described in this article remain in place.
Health. While you receive benefit, you remain insured with your German Krankenkasse. For medical appointments and medicines in Portugal you need the European Health Insurance Card, which you should request before leaving.
Returning after the end of the period
Article 64 provides that entitlement is lost if you do not return by the end of the period, unless the law of the paying country is more favourable. According to the Fachliche Weisungen, this is the case with German law: entitlement does not lapse merely because you return late.
This does not mean that payment continues. It ends on the last day of the period, and the Merkblatt warns that staying abroad beyond that may leave gaps in your benefit and insurance cover. To receive benefit again, you must re-register as unemployed in Germany.
Accepting a job in Portugal
When you start work with social security contributions in Portugal, the German payment stops. You must notify both the Agentur and the IEFP.
From that point, Portugal becomes the competent country (Article 11(3)(a) of the Regulation). The Fachliche Weisungen address the case where you lose that job before the end of the three-to-six-month period: the new country pays, under its own rules, taking periods completed in Germany into account where necessary.
Under German rules, work of less than 15 hours a week does not end unemployment, and the earnings count as secondary income. If such work involves contributions in Portugal, check with the Agentur beforehand how it will be treated.
The open Contact Center Agent roles in Roadside Assistance are full-time and 100% remote from Portugal. Requirements include native or C1-level German, fluent English and availability for shift work; a secondary school leaving certificate (12th grade) or equivalent is preferred. The Junior role requires no previous experience. For the Middle and Senior roles, two and four years of customer support experience respectively are valued. The salary range is published on each job page. The selection process and response times are not published in the job ads.
The U1 form: periods in Germany count towards Portuguese benefit
If you work in Portugal and later become unemployed, Portuguese unemployment benefit requires 360 days of recorded earnings in the 24 months before unemployment. The Practical Guide of the Instituto da Segurança Social, dated 29 July 2026, counts days worked in another EU country towards this, provided you submit the U1 form issued by that country's social security institution. This is known as the aggregation principle. You must also live in Portugal, be registered with the job centre and claim benefit within 90 days of becoming unemployed.
As for where to claim, Your Europe states that it depends on your employment situation and place of residence, not on your nationality. Article 61 of the Regulation sets the same condition in every country: periods from another country are only aggregated if your most recent contributions were paid in the country where you claim. The BA explains this from the German side and confirms that there is no minimum duration. The Portuguese guide does not specify how long you must have worked in Portugal. Individual cases should be confirmed with Social Security (Segurança Social).
For periods completed in Germany, the U1 is issued by the Agentur für Arbeit. If you request it together with the U2, the Agentur accepts the request before departure but only issues the U1 at the end of the period, as it also covers the months of benefit received abroad. Even so, it is advisable to request both documents at the same time, before you leave.
This applies to unemployment benefit. Retirement pensions follow separate rules: see what happens to contributions paid abroad.
Steps, in order
- Register as unemployed with the Agentur für Arbeit and claim Arbeitslosengeld.
- Inform the Agentur early that you intend to look for work in Portugal, and request the U2 and the U1 in the same application.
- Remain available to the Agentur for four weeks, or ask for this period to be shortened.
- Request the European Health Insurance Card from your Krankenkasse.
- After leaving, register with the IEFP by the sixth day and submit the U2. Online registration, on iefponline, uses your Segurança Social Direta credentials (the Portuguese social security online service, linked to your NISS) or the Chave Móvel Digital (Portugal's digital ID login); otherwise, register in person at an employment office with your national identity document or passport.
- Comply with the obligations set by the IEFP.
- If you need more time, request the extension in good time: the request must reach the Agentur by the last day of the period.
- If you start working, notify both the Agentur and the IEFP.
- If you do not find work, return by the end of the period and re-register with the Agentur as soon as you arrive.
Frequently asked questions
I am already in Portugal. Can I still apply for the U2?

Can I receive Grundsicherungsgeld (formerly Bürgergeld) in Portugal?
No. This benefit is not paid while you look for work abroad.
If I find a job after a month, do I lose any entitlement?
The German payment stops when you start the new job. Periods completed in Germany still count towards any future Portuguese benefit, provided you submit the U1 form.
How long does it take to hear back about an application?
The job ads do not state response times.
Note: this article describes the official rules and does not constitute advice. On the German side, decisions rest with the Agentur für Arbeit.
